Paraphrase of Telegram from Sir F. Bertie, 28 JAN 09
Paris, January 26, 1909.
No. 19.
I have communicated to Mr. Addis the substance of
Sir J. Jordan's telegram No. 33 of January 23.
He has met the
French group twice and the upshot of the meetings is as follows
1.
They have no objection to the German group partici-
pating in the financial arrangements.
2.
They do not question preferential rights appertaining
to Great Britain as regards material and engineers.
3.
They did not press for the Belgian group to be per-
mitted to participate in the British share of the loab.
Mr. Addis also had an interview with the Minister of
Finance.
His Excellency raised objection to point No. 1 which
he will discuss with the Minister of Foreign Affairs
Ministers. He accepted points 2 and 3.

poned his departure for Berlin until tomorrow.
